Following annexation to New Zealand on 11 June 1901, a Cabinet Minister Responsible for the Cook Islands was appointed to Cabinet. His name was Hon. C.H. Mills.
He later led a Delegation of Members of Parliament to visit the Cook Islands on a warship in April-May 1903.
They visited most of the islands in the Cook Islands and subsequently presented a very detailed Report of their trip to the New Zealand Parliament.
